It’s not too unusual to have mountains cut off some land that is next to water, as in this screenshot by Zx Zero Zx. However, I think having mountains on all nine surrounding tiles and then popping a settler to found a city is pretty unique. Even on a rocky map like Global Highlands, I wouldn’t expect something like this to happen.
